Add unit test project and sample data seeder dea6c66452

Introduce an xUnit test project covering addresses, comments, passwords,
permissions, users, verification tokens and shared utils, and wire it into
the solution. Add a DataSeeder with a `dotnet run -- seed` entrypoint to
populate the database with sample data. Exclude Tests/** from the main
assembly compilation.
