feat: DSFR component library, media upload, and soft email verification 4023ffdf65

Adds a shared components/dsfr/ library (Alert, Button, Card, Input, Select,
Tag, Toggle, etc. + design tokens) and migrates every screen onto it for a
consistent État look and theme support. Resource creation gains
image/document attachments via expo-image-picker and expo-document-picker.

Mirrors the API's soft email verification: unverified users can sign in,
the JWT carries email_verified, and a banner on the main tabs lets them
resend the link or pick up a fresh JWT after verifying on another device
(forceTokenRefresh + AuthContext.refreshUser). API client now sends
refresh tokens in the JSON body (RN can't reliably forward HttpOnly
cookies), retries 403s once after refresh in case of stale permission
masks, and centralizes error parsing in parseError. pnpm-workspace.yaml
opts in to building native deps (unrs-resolver).

Add shared SelectModal and improve resource screens 7d6d71ea5c

Add a reusable bottom-sheet SelectModal used by the resource form and
catalog toolbar. Improve the resources list, creation form and detail
screens, the tab layout and the DSFR Toggle, and extend the resources
service.
