Adds the v0.8.1 changelog entry for the front fix that makes newly created (empty) folders visible on the Shoots page (RollNote/rollnote-front fix/show-empty-folders, front bumped to 0.8.1).

• Bump 0.9.0 -> 0.9.1 (seed data only).
