Eliott BIDAULT-HERVOUET 705ca45530 Move default admin + global exercises seed to a runtime seeder 
Replace the migration HasData seeding of the default admin (and the
global respiration exercises it owns) with a startup IHostedService,
DatabaseSeeder, that reads DEFAULT_USER_* and the encryption keys live
on every boot and upserts idempotently against stable identifiers.
This avoids EF baking stale seed values into migrations.

- add Migration MoveAdminSeedToRuntime removing the baked-in seed rows
- register DatabaseSeeder in DI
- add the cesizen-api.Tests project
